OAA has just released Tethered Dogs: A Guide to Local Municipalities to assist communities and municipal leaders in not only helping outdoor dogs but increasing public safety.   Tethering creates an aggressive and territorial animal, whose true nature is to be social with their human companions. Tethering is a problem because of this inhumane treatment, but just as importantly, it has serious public health implications in increasing the number of dog bites nationwide.
