Every day, countless animals are being exposed to harmful chemicals that can lead to sickness, injury, and even death. The FDA often forces cosmetic brands to conduct barbaric testing on animals to establish “product safety.” Animal testing is an outdated and ineffective practice, as thousands of ingredients have already been proven to be safe for human use. Over 1,000 North American cosmetic brands have already abandoned animal testing, opting for alternative methods to animal testing such as Computer Modeling and In Vitro testing. Cosmetic testing on animals is inhumane, untrustworthy, not cost effective, and at odds with the laws and regulations of many countries throughout the world. India, Australia, and the entire European Union have already banned or limited the use of cosmetic animal testing.
The Food and Drug Administration Safety and Landmark Advancements Act, Sec. 614 in S. 4348, will override the states’ ability to ban animal testing on cosmetic products and allow cosmetic brands to conduct endless, unnecessary testing on innocent animals.

As your constituent, I respectfully urge you to oppose the inclusion of Sec. 614 in S. 4348, the Food and Drug Administration Safety and Landmark Advancements Act. This provision would allow cosmetic brands to conduct endless unnecessary testing on innocent animals when other alternative testing methods are available.
Sec. 614 would override the states’ ability to ban animal testing on cosmetic products. This provision would rescind nine state laws that currently regulate the cruel practice of cosmetic animal testing, such as the California Cruelty-Free Cosmetics Act, which passed in 2018. We must continue to ban animal testing for the safety of animals everywhere.
In summary, this bill would cause needless pain to animals and prevent states from limiting the inhumane practice of animal testing. I strongly urge you to oppose the inclusion of SEc. 614 in S. 4348 and look forward to your response back on this matter.
