The guide explains how to gather local shelter and spay/neuter data, calculate the true cost of animal intake, and present a compelling financial argument to elected officials and community leaders. It also explores the broader benefits of spay/neuter, including improved public health, increased pet retention, and more sustainable animal sheltering systems.
