Who Decides When a Pet Is Unsafe? Skid Row Debate Raises Questions About Animals & Homelessness

A debate in Los Angeles is raising difficult questions about animal welfare, homelessness, and when authorities should intervene.
According to the Los Angeles Times, some animal advocates say Skid Row has become an area of significant animal neglect and cruelty and are calling for stronger enforcement of animal welfare laws. Advocates have reported encountering dogs with visible health concerns, including Athena, a pit bull described as underweight with irritated skin and missing patches of fur.
City officials say the situation is more complicated. A person’s housing status alone is not a legal reason to remove their animal, and officials must have grounds to intervene. Los Angeles Mayor Karen Bass’ office says the city is investigating allegations of cruelty while also connecting unhoused pet owners with resources.
The issue highlights a difficult but important distinction: being unhoused does not automatically mean someone cannot responsibly care for an animal, but all animals deserve adequate food, shelter, medical care, and protection from neglect and abuse.
As communities across the country work to address both homelessness and animal welfare, access to affordable veterinary care, pet-friendly housing, and other support can help keep people and their animals together—while animal protection laws remain essential when neglect or cruelty occurs.
