A second person has now been charged in connection with the investigation into the Loudonville commercial dog breeding operation previously covered by Ohio Animal Advocates. According to Richland Source, Ross C. Rutschilling, 24, faces six charges in Ohio, including five counts of aiding or abetting sexual conduct with an animal and one count of attempted cruelty to companion animals.

Daniel A. Miller, the Loudonville-area commercial dog breeder previously charged following the removal of 72 dogs and puppies from his property, now faces 10 additional charges, including a charge involving alleged sexual conduct with an animal.

A Loudonville commercial dog breeding operation with a history of animal welfare violations is under investigation after authorities removed 72 dogs and puppies from the property. The Humane Society of Ashland County assisted in removing approximately 50 adult dogs and 22 puppies from Happy Mountain K9 Facility on August 27.

Commercial dog breeders in Ohio have accumulated numerous state inspection violations while continuing to sell puppies, according to an investigation by Columbus Dispatch reporter Nathan Hart. His report focuses on the serious health issues experienced by dogs adopted from puppy mills, and how these issues also contribute unexpected and expensive vet bills for families who just bought a new pet.

We can shut down the puppy-mill pipeline plaguing Colorado consumers.

According to Florida’s Attorney General, deceptive pet sales tied to commercial breeding operations cost Florida consumers more than $25 million annually in avoidable veterinary bills, medications and heartbreak. Colorado has no reason to believe we are immune from the same costly system — and House Bill 26-1011 offers an opportunity to fix it.

Ohio has long faced scrutiny for its commercial dog breeding industry. According to recent reporting, the state ranks second in the nation for violations at dog breeding facilities, a statistic that continues to raise serious concerns among animal welfare advocates.

In response, State Senator Casey Weinstein has introduced Senate Bill 232, a proposal aimed at strengthening oversight, improving animal care standards, and closing gaps in current law.

Recently, State Senator Casey Weinstein, sponsor of Senate Bill 232, visited the Humane Society of Summit County to discuss the need for stronger oversight of puppy mills. The event brought together animal welfare advocates, including leaders from grassroots organizations working to improve conditions for dogs across Ohio. But the next phase of this effort will depend on public testimony.

Across the United States, thousands of dogs are still suffering in federally licensed commercial breeding facilities, commonly known as puppy mills. Despite being regulated under the Animal Welfare Act, many of these facilities continue to operate with repeated violations, inadequate oversight, and little accountability.

Goldie’s Act (H.R. 349) is a critical piece of federal legislation designed to change that.
